Apparently Sgt. Mullins believes that it's unpossible for the mayor's kid to maybe be stopped by some rookie who isn't aware that he's the mayor's kid, or that maybe this advice was given before de Blasio was mayor. Just spitballin' here.
Hell, I'll be the one here to say it-- It's not that cops are more or less likely to kill/beat/tase/ whatever your ass, it's that cops WILL GET AWAY WITH IT.

NYPD: New York City Police, Love us or GTFO of our city.
Clearly, Mullins was suggesting that all young black men should be provided with a security detail of cops, to protect them from cops.
