You're thinking of leges posteriores priores contrarias abrogant, which is indeed a thing and does indeed apply to statutory interpretation in Virginia courts.
Technically, however, I'm not sure it would apply. The RFRA is essentially a statutory interpretation statute. When you have two different rules (in this case rules of interpretation) that might apply, the courts would almost certainly consider the principle Generalia specialibus non derogant ("the general rule does not overrule the specific one"). In this case, the RFRA would be the more specific rule of interpretation and leges posteriores would be the more general.
So the RFRA might restrict the applicability of the new law after all. We'll have to wait and see how much.
It is getting a lot better. A lot of govt stuff and govt employees live in Northern VA. Norfolk has a lot of Navy stuff and related business. The colleges are well respected. Sadly, VA Tech may have woke some up.
For me, the only time I felt good there was at the Tides AAA baseball games. But I am a little weird.

Virginia is fast becoming one of the best states in the Union, and by far the best state in the Old South. I don't know why, but I applaud it.

While below the Mason-Dixon line, MD threw their lot in with the Union. What that means culturally I have NO idea.
