Oh there absolutely are great faculty there, as there are at any public university. I don't work in the UNC System, so I don't know their governance, but I doubt faculty have a lot of power there. Supportive colleagues might not have been enough for Jones at UNC given the high profile nonsense she endured.
Harvard doesn't really have to try to attract top talent. They may have felt like Columbia, Yale, and Princeton were their competition. I can almost guarantee that they didn't give Howard a second thought.
Actually creating an atmosphere of inclusion and diversity? Well yes, they suck at that.
