Douglas "won" only in the sense that the population returned Douglas' party to a majority in the state legislature. It was the state legislature that then elected Douglas, which Illinois' and all other state legislatures continued to do until the 17th Amendment was ratified in 1913. No doubt at the time, who "won" the actual oratory was probably simply a matter of partisan opinion.
