In Monroe, North Carolina, Dorian Lee Harper and Wanda Sue Larson were arrested Friday and charged with child abuse after a deputy found their 11-year-old foster child handcuffed to the couple's front porch. Psycho foster parents exist in all 50 states. And all 50 states fail to fund their child protective services agencies adequately, or to train their inspectors well. I enjoyed the Batkid story too, but I have a friend in SF who works with foster kids and has a shitload of horror stories.
