Here in Norway there are strict regulations on magazine/clip capacity. A pump action shotgun can have a max of 3 shells, 2 in the mag and 1 in the chamber. Rifles can have a max of 5 rounds, and 1 in the chamber. Not sure about handguns, but think you can get them with 7 round clips.
I grew up in Canada where handguns were made illegal after Marc LePine walked into Ecole Polytechnique in Montreal and shot and killed 21 women. And any rifle magazine over 5 rounds is also illegal. And guess what? The world didn't end.
Back in high school we had elective classes from age 14-16, (the last 2 years) where we could choose miniature shooting (.22 long rifle). 2 hrs a week of pew pew, but we had 2 classes (4 hrs) of safety courses before we were allowed to pick up a cartridge and look at it.
