Remember, the WH under TFG didn't really have a functioning system for vetting people/enforcing rules (see: Javanka's security clearances) so it's not surprising that many incompetent/corrupt/nutjobs got jobs doing things they had no business doing with no real supervision. By the time Marky Meadows arrived, no adults were left in the room.
