Having looked it up, the name "Wicca" seems to have been thought up in the 1950s by a retired British civil servant who systemised and publicised it, but its origins seem to have been 19th Century. A bunch of pseudo-historians seem to have decided that the forced confessions of victims of witch trials weren't stuff made up to stop themselves being tortured but accounts of some kind of surviving pre-Christian nature cult, which they then "re-created" from their testimonies, wishful thinking and active imaginations, and it sort of spread from there.
