Ovulation begins just before the first menstruation, and 11 or 12 years old is about average in the western world in 2019. Though I was 11 when I started, too, 20+ years ago. It can be as early as 8 or as late as 16 or 17 (without being medically considered precocious puberty or amenorrhea), but that's not so usual in a well-nourished young person nowadays.
