Bill Kristol keeps thinking that the VP spot is all about looking pretteh and attracting Teh Wimmens vote. He thought Teh Wimmens would vote for Quayle cause he was (putatively) cute and handsome and blond. This was apparently why Wimmens voted for Kennedy, so...
Then he thought Teh Wimmens would vote for Palin cause she was identifiably female, according to the standard male benchmarks (boobz or GTFO).
My conclusion is that Bill Kristol has a terrible case of gender confusion and keeps choosing VP candidates whom he would vote for because he finds them sexeh. And the GOP continues to listen to his advice cause they have no idea what sexeh looks like.
