My best friend was born profoundly deaf and can hear nothing, and he is non verbal. He is fluent in ASL, and can read and write in English. He also has no desire to be hearing, and doesn't consider himself as being disabled or as someone needing to be fixed. He's happy just being him.
This is so very infuriating. I never had children, but I care about all the kids. I lived with a disabled father (double amputee above the knee) before the ADA. He worked in plastics (color chemist/color engineer) before OSHA, and the poison from the resin dyes collapsed his circulatory system. He died of his second heart attack; complications from diabetes.
I live in New York, where the only reason the lottery was legalized was to fund education. I still see urban schools starved of money, while some (white) suburbs are awash in it. There is no such thing as equitable distribution. I have a tiny bit of firsthand knowledge; I was the only salesperson in a gem and mineral shop with any understanding of geology. A customer was an educator from Boston who was spending a year (and getting credit toward her Masters) teaching in a poor school in Sunset Park, Brooklyn. She invited me to guest lecture for her Earth Science class, and I brought specimens from my own rock collection. She showed me the paltry array of rocks provided by the school for her class; the carton contained nothing engaging. At all. I helped her bring Earth Science to life. The kids all had fun while learning.
Miguel Luna Perez and his parents should be sufficiently compensated for this abject failure. What would be sufficient? Enough money to provide him a great remedial education, starting with fluency in ASL, although nothing can compensate him/them for the lost years.
You'd think at some point the teaching assistant would have alerted somebody to the fact that she didn't know what the hell she was doing. My god. What a mess.
Friends of the Shibusas have an autistic son. They moved houses to send him to a public school that supposedly had "specialists" who had extensive training in teaching autistic kids. They never encountered one teacher who had any training in teaching autistic kids. His first year at that school his teacher yelled at him constantly. Very frustrating.

Mom had dispraxia so when she studied ASL she mirrored the instructors movements and couldn't *not* reflect it. Made it um, interesting, to try to sign to her.
