Palmeiro: Safe!

So the House Government Reform Committee has declined to press perjury charges against Rafael Palmeiro, who famously "never used steroids, period," shortly before taking steroids. You may wonder why, given the apparent clarity of the evidence, Palmeiro is getting off. Well, to use a prosecutors analogy, let's say the president's chief adivser leaks the name of a covert CIA operative. What you'd want to know is, "Did he know she was covert?" "What was his agenda?" "Who called who first?" And things of that nature. The CIA agent's husband is a bloviating egomaniac. You can't let that get in the way of the investigation. Also, no one threw any sand.
