At a cursory glance this is what happens when the senior levels of the chain of command are all kinds of fucked up when they write policy.

The end result are stupid and conflicting policies that have to be enforced.

i was in the DEP. i joined right after graduation, but delayed basic till winter, cause i didn't want to be in basic, in kentucky, in summer.
