They did it during the Vietnam War, under the innocuous sounding euphemism of "mail covers." So did they look at mail from all the North Vietnamese or Viet Cong agents in the US?

Uh, no. They looked at the mail of the hippies and peaceniks who were saying, "Maybe this war isn't such a groovy idea, huh?"
