Should really be pushing the narrative that a budget has already been negotiated and passed in Congress, this is just a mechanism to cover the spending already agreed. Negotiation is for next budget.

During normal budget debate, compromises and voting. There should be no revisiting done deals.
I don’t think he’s negotiating. He’s trying to get McCarthy to expose his political weak ass, giving attention to their entitlement cuts.
