Are you talking repairs and maintenance or expansions?Because repairs and maintenance shouldn't be in a one time bill, they should automatically be in the monthly budget.I don't know how many expansions are needed, I don't know enough about USA infra for that.

Well, let's just talk bridges. More than 231,000 need major repairs including 81,000 that need to be replaced. That's more than a third of all US bridges. 46,000 are "structurally deficient." Yes, but that's maintenance. Doing maintenance, repairs, and replacement should be budgeted starting at construction and regularly updated. It should never be part of such a patchjob of a proposal. Doing maintenance as a one-off is not only an admission of a massive failure to plan, it is also continuing the lack of planning of your maintenance. At the very least pair it with a yearly maintenance budget.
