To my knowledge, there is no QUORUM there anyway. Very often, the 2/3 thing is about PRESENT people. Meaning: the GQPsters walking out ... makes it EASIER for the Dems to get to a 2/3 majority. Didnt they do that just some time ago, to get the Garland nomination rolling?!
