A minimum IQ, and a stadardized reality check. Making these a test for the right to vote would be a good thing as well. "All men are created equal" says nothing about adult competence.

We can only hope that the moderator is ready with the mandatory admonition: "At no point in your rambling, incoherent response were you even close to anything that could be considered a rational thought. Everyone in this room is now dumber for having listened to it. I award you no points, and may God have mercy on your soul."
