That's really the issue here. Ron is telling everyone in Florida that he can and will use the full authority of the state to suppress any criticisms of policies and positions held by the Republican Party and the conservative movement.

Who's going to stop him? The Florida Lege? The courts?

DeSantis is planning on running for president, either in 2024 or 2028 if, Jeebus forbid, Trump is the 2024 nominee. So what he is doing in Florida is important.

It is really brilliant politics to train your base that way, to not grade you on actual actions. Democrats threaten to not vote if they only get $10,000 in free money instead of $50,000, while Republicans will surge to the polls over a meme.
