Her family does get to cash a sheaf of them every year, what with the procreating and quiver-filling and the whatnot. There are 13 Palins who applied for the 2015 check, which is based on residency during the calendar year 2014. I don't know if all of them are the Palins. Bristol is not in the list.
Edit: Also, too, the PFD pay out is based on performance of the fund over a three-year-period, starting five years ago. So present oil prices will affect future payouts, but not the current one.This whole thing was negotiated in the seventies, so Palin gets no credit or blame. Interestingly, Norway started a similar agreement at about the same time, and has pumped about the same amount of oil since then. But they invested it, rather than paying it out to their citizens. Alaska has $50B in its fund. They have something like $900B in theirs.
