Clinton -who holds no public office- was delivering her remarks in New York City when she slammed the Trump administration; saying the United States was in a very “bad spot” and hasn’t “seen the bottom yet.”

So what happens in this "Fox & Friends" video is that a Fox News idiot named Jackie Ibanez is like "Are we surprised at all?" She is saying she is not surprised at all that Hillary is AT IT AGAIN. The other Fox News idiots chime in to say "MMMMMM NOT REALLY" because they are not surprised either.
Clinton was speaking at an event in New York, and said a couple of things about how Donald Trump is turning America into a real shithole (factcheck true), and that we "haven't seen the bottom yet," but that she's really fucking impressed with the "staying power of the Resistance." She also said this:
“Fox News is always trying to impeach me, so somebody needs to tell them, that doesn’t apply to a private citizen,” the former Democratic presidential candidate told a group of women in New York City Tuesday. “When you’ve been accused of everything like I have, and you realize some people believe it, it’s really depressing.”
Yes, well, that IS depressing, and it's quite true that millions of Americans believe horseshit lies about Hillary Clinton, some of them shoved up their asses by Russian bots and Facebook ads. Oh, and a metric shit ton of the lying propaganda about Hillary Clinton comes from Fox News! As The Wrap points out, Fox News has mentioned Hillary Clinton already over 60 times THIS WEEK, so we cannot even imagine where she'd get off making a joke the empty windsocks on Fox News obviously don't understand about how Fox News is trying to impeach her.
After playing that clip, Fox News idiot Jackie Ibanez accused Hillary Clinton of playing "the women's card" when she pointed out that Vladimir Putin is a gigantic misogynist. (Hillary Clinton knows this based on her experience as secretary of State, dealing directly with Putin, back during Barack Obama's first term, which she was doing while the gutted skull cavities who work at Fox News were busy doing ... whatever it is they were doing at the time!)
Ibanez then reported the results of a scientific Fox News poll where they asked their cousin-humping viewers on social media whether Hillary Clinton is a huge bitch or the hugest bitch, and "Nick on Twitter" responded that Trump's approval rating is at "50% and growing" ( thanks for playing, "Nick on Twitter") and "Liz on Facebook" said Hillary needs to GO BACK TO THE WOODS and "Scott on Twitter" said something so incomprehensible we can't believe Fox News even put it on the TV screen.
Finally, the segment was over, and everybody who works at the Fox News studios got a big piece of Bubblicious wrapped in delicious bacon thrown at their open mouths, as a reward for GOOD JOB CALLING HILLARY CLINTON A DEVIL HARPY GARGOYLE BEAST FROM HELL FOR THE FOURTH TIME TODAY.
Yeah, we cannot imagine why Hillary Clinton made that joke, not at all.
