Not all of them. The further rural you proceed, the more conservatard the populace. The city of Spokane, not so conservatard as it used to be by a very long chalk.

All currency is fiat currency. If you ever read Adam Smith, you'd know this. Furthermore, the potential for enabling criminal activity far outweighs any upside for people who do not have access to the banking system. That can be fixed by other means, such as postal savings banks.
