Another article proposed that the difference was "reaction" versus "action." Although it sounds like some kind of discussion of Husserl, the author claimed that the cop has to process more information about the situation before firing, whereas the perp just goes straight to business. It also explains why many perps are shot in the back; by the time the cop pulls the trigger, the offender has moved.
The 21 foot rule discussion is also about knife vs. holstered pistol. At that kind of range and under stress it's a lot easier to score a hit with a knife. You can just keep swinging/poking rather than having to bring a pistol up and aim.
I think most law enforcement has a forced retirement age of 55 because of the physical requirements of the job. That qualifier does not apply to elected officials, which explains Joe. Well, actually the stupidity of the voters explains Joe, but still...
