Four inches of snow is not a national disaster, but four inches of snow absolutely is a state-level disaster worthy of federal aid.

Seriously, if you're not used to driving in snow or icy conditions, and your roadways aren't designed with those conditions in mind, driving can be super-dangerous. That right there leads to a logistical nightmare of every stripe.

On top of that, most buildings are not prepared for prolonged sub-freezing temperatures, so there will be lots of damage associated with that as well.

Nothing like a good South Dakota political scandal. Last one I remember is when the governor left his teenage son at home and the kid held a party at the Governor's mansion trashing the place. Good times.
