Steve Bannon thinks the Republican legislators in red states that Biden won will refuse to send their electors to the House which will force a contingent election since neither candidate will receive the required 270 electoral votes. In that case it goes to the House, each state gets a single vote, and Republicans control more states than Democrats so if they vote party line Trump stays President.
It gets weirder because the Senate chooses the Vice President. The GOP currently controls the Senate but imagine if the Democrats controlled the Senate and picked Harris as VP.

There actually are tremendous differences among prisons - some of that depends on which state, or whether state of federal. Some is related to whether the prison is public or private (though I know of at least one private prison that is actually quite well run.)

If an election is thrown to the House, each state delegation gets a vote. It's just mini-Senate at that point.
