Rafael's bill will never pass or survive a veto, but in the hypothetical event that it did, it could be on the books and enforced for years before it was stricken. At which point the same caucus would just submit a replacement bill with slightly altered language. Lather. Rinse. Repeat. The merry-go-round would finally end when the bigots, like the segregationists of an earlier generation, were finally thrown out of office.
I don't think that anything like this scenario will actually play out. It is unlikely that the bigots will get anything more on the books before the public ceases to even listen to them. The homophobic bigots are clearly on the run now and trying desperately to stay ahead of the massive wave that is surging toward them.
