actually in several states (mine, IL is one) once open enrollment is over you can't buy minimum essential coverage (read: quality insurance) off or on the marketplace (this is an agreement b/t DOI and the insurers). you can buy crap but you can't buy a real plan.
of course ted and family qualify for a special enrollment period as they legitimately lost coverage (they did) so they have 60 days to get enrolled.
