FDR was already pushing hard against the isolationists and Nazi sympathizers who wanted to keep the US out of the war that was raging on four continents (plus involvement of troops from Canada and a couple of naval skirmishes in South American waters).
Pearl Harbor was a very long way from the start of the war, is the point.
