They saw him behaving suspiciously but they didn't approach to search him and simply watched him?

I'm not sure if this "volunteer group" is up to this sort of task.

The problem being, no matter how suspiciously a person may act, we can't know whether that person is a good guy or a bad guy with a gun until they pull it out and shoot someone.
