Are you familiar with Faith in Texas? It grew out of the Tulia f-up. While it's been focussed in DFW, google it. They are working on a number of issues including regulating payday loans and have gotten more than 40 Tx cities include Dallas to moderate credit access egregiousness.
There is a baptist church in DFW that bought a small bank to help with these issues. Also, an arm of Catholic Charities in Dallas will buy certain payday loans, and charge just 3% interest. There are regulations on loan size eligibility. Google for more info.
