Playing Devil's Advocate here, I'm willing to bet that Kaine may have supported informed consent possibly as a compromise to ensure the greater good of a bill made it through a decidedly "purple" state legislature. At least, that's how I choose to read it.
Actually, the best thing about Kaine is that he's stood up for the Syrian people fighting their dictator, even though there is zero political capital to be gained doing so from either the right or the hard Left (both of whom seem to think that anyone who picks up a Qur'an is ISIS and that Arabs can't be trusted with democracy).
