My own *theory* -- and it's *only* a theory, I freely admit that I have no actual evidence/proof to back it up -- is that it/they is/are one or several Russian agitprop experts who is/are working with at least one actual American. (Whose job it is to make sure that postings sound "authentic" by not letting cultural and language errors creep in.)

The thing is that it's so obvious when it's Trump tweeting and when whoever it is writing them for him. The latter tends to be somewhat coherent. The former is a scramble of exclamation marks, FAKE NEWS!!! SAD, Failing (insert whatever is criticizing him).

I’m sure I’m not the only male in America who, when Palin dropped her first wink, sat up a little straighter on the couch and said, “Hey, I think she just winked at me.” And her smile. By the end, when she clearly knew she was doing well, it was so sparkling it was almost mesmerizing. It sent little starbursts through the screen and ricocheting around the living rooms of America. This is a quality that can’t be learned; it’s either something you have or you don’t, and man, she’s got it.
