I think they charge a small fee if you use a credit card to send money, but I'm not sure because I send directly from my bank account, which is free. All you need to know is the PayPal account ID of the other person. When people send me money using PayPal, I can transfer it to my bank account free, or I can leave it in my PayPal account and use it to buy things.
