I also know several notaries who are offering their services free of charge for election ballots. One of them sits in front of a table outside her house, with sign saying "free notary for ballots." :)

But yeah, Missouri makes their absentee/mail-in ballot rules as obscure as possible. Absentee is NOT the same as mail-in ballots; they have different requirements for qualifying, different rules for processing, and it's all designed to be difficult and confusing. That's why I always vote in person in MO.
