"Pat" Brown, taking water from the San Juoquin Delta and sending it by canals and pumps to Los Angeles. It was expensive but it works even today. Of course there are "environmental concerns."

You missed the punchline, which is that nearly all of the southern Central Valley farmers, who are either getting flooded right before a major rain event or who will lose out on water when they actually need it later this year, are huge Trump supporters.
That photo there is at most about 100 cfs, and also too not sure how water flowing down rivers prevents fires, but I'm not a stable genius needless to say.
Yeah, looks like an okay swimming hole, not the kind of wide-open thousands-cfs flow (or a 50K cfs flow if Trump wanted to perpetuate the idea that he'd just let loose something in the Pacific NW; I think the Eel has already topped 100K this winter) that might plausibly illustrate a California river running high.
