HOWEVER, all of that is irrelevant because someone found guilty of sexual assault is supposed to be given a dishonorable discharge. That's the punishment. So Obama saying it was not passing down some new ruling, it was actually what they were supposed to be doing already. How anyone can overstep by telling you to do what you were already supposed to do escapes me. So unless the military had a habit of breaking their own rules regarding the minimum penalty...
