There is only one possible explanation for Gaetz's conduct, and it doesn't have anything to do with respect for life, concern for the political stability of the middle-east, or his reverence for the constitution.
Gaetz knows that extra-judicial killing was an idiotic move on both a political and military level. He also knows that if Trump goes down he's gonna go down harder. Therefore, his only motivation for voting as he did was to take away some of the rope Trump keeps trying to (metaphorically) hang himself with.

Along those lines, "troops" is an odd noun for the military in his district - a Naval Air Station with flight school so a shit ton of officers but not a lot of grunts on that base.
