I would NEVER call the cops for ANYTHING my neighbors or passersby might or might not be doing, UNLESS I felt personally threatened or my personal property was being damaged or stolen. This means essentially NEVER!
I'm sure this has been said downstream but I'll get it off my chest. One of the greatest changes I've seen in police work over the years is the militarization of America's police forces, wherein they act not like sworn to the "protect and serve" approach to policing but as occupying forces equipped to handle large-scale military operations with weaponry and vehicles to suit that task. And with a sense of this mentality when they approach a situation.
Some of this has been thrust upon them, to be sure. When outgunned and unprotected by body armor when up against criminal behaviors, the demand was natural to gain firepower and protection. The recruitment of military retirees has probably been a factor, although not all in the military are of that mentality. The attitudes and weaponry to match have escalated in a spiral process that does away with protect-and-serve attitudes which have been replaced by us-versus-them feelings.
I don't have an answer. Police are necessary. I had hoped that the trend toward hiring college-educated and criminal justice schooled police would mitigate some of these sad developments but I don't see that happening, at least yet. When my dad (36 years a policeman on a large suburban department) served there were very few with college degrees or even much beyond high school. Dad took college courses and advanced in the department and I hoped that those coming along, whom we helped train, would be better.
No. Cops now are Neanderthal sociopaths. Any 'good cop' is threatened/traumatized/eliminated if they threaten to reveal any of the 'thin blue line' Mafia secrets. This has been the case forever, but it is now infinitely worse. Nothing will be done, ever, until the damage settlements for endless police murders, rapes, and assaults come out of COP PENSIONS and COP RETIREMENTS and COP BONUSES.
Cops never needed nor deserved ridiculous military weaponry and vehicles; 'the war on drugs' which you so obliquely refer to has been a catastrophic, endlessly-documented disaster costing uncounted zillions.

In my work here (Yeah, I'm 87 but I still work) I deal with three police agencies in this small city. The state police are very business-like but I don't find them particularly threatening or in any way sociopathic. The city police are quite of the "protect and serve" mentality although I have not dealt with all of them by any means. The sheriff's department has a militarist, bullying attitude and a sheriff who conveys that sense to the community and evidently to those under him.
Police pay is quite good in the larger departments and I hope that by attracting (and requiring) college degrees for all new recruits the changes in department attitudes will gradually take over, especially in the urban and more densely populated suburban communities. Some of them will, however, never change, often due to the leadership of departments. Some sheriffs in particular consider themselves untouchable and belligerent; I ran into too many of those in Florida when we were there for many years, and if they were my only examples I'd agree with you.
Steroid-addled cops are easy to spot...look for extremely developed delts, lats, and pecs. The roid-rage is scary to behold, even from across the street. Within fifty feet, YOU may become involuntarily involved.

There, however, is endless evidence of the Reichwing bent of most to all cops, ranging from their frequent membership in Nazi/white supremacist online groups to their support of Rapeublicunts and fascist governments to their obsession with guns to their homophobia, misogyny, and racism--and most of all as regards their views of murder by cop as justifiable homicide. It goes with the job now, and cops are more and more hyperfascist with each passing hour. I raised my kids in a small, very white town - it's a bit more diverse now, but while they were growing up, there were one Black family, one Filipino family, and three Chinese families in town, and that's it.
My daughter "developed" early, as they say, and was starting to hear a lot of sexual innuendo shouted at her as she walked home from school, when she was about twelve. She came to me about it, we talked to the principal of her school - all the boys were from her school - and he said there was nothing he could do, as it was outside school property. However, he suggested that with what he knew about these kids, making a police report would maybe be helpful in letting them know this was totally unacceptable. I talked it over with my daughter and she decided that she was willing.
So we talked to the cops (RCMP), making it very clear that we were not interested in actually pressing charges, but felt that a visit from the cops stressing how much trouble they could get in to, might be helpful. Cops agreed, went and talked to the kids and their parents, and my daughter was a minor celeb for a couple weeks - "Don't mess with her, she'll call the cops on you!" and all in all it was a success. She still feels that way, all these years later. By high school, those boys didn't hold a grudge any longer.
And this is a perfect example of the kind of white, small town, respected citizen privilege that very few people have access to. Mom in this case clearly thought that she was living in the little Mayberry I brought my kids up in, and that's a dangerous thought for most people to have. Because hardly anyone does. That was twenty years ago - I would handle it differently now, even if I still lived in that little town.
