repeal of the 2nd would put guns into the same category as automobiles where they could be strictly or loosely regulated by each state and/or the federal government . . . standards for licensing, manufacture, safety, etc. could be set, and adapted to changing times.
Not quite what you were looking for, but a couple weeks ago some cops in Neenah, Wisconsin killed a "good guy with a gun" who was fleeing from a hostage situation, because he refused to disarm.

It seems to be simply because they are hazy about special relationships generally; if you live in VA you must be familiar also with the way they love to crowd the centerline.
