Not quite what you were looking for, but a couple weeks ago some cops in Neenah, Wisconsin killed a "good guy with a gun" who was fleeing from a hostage situation, because he refused to disarm.
don't think so, because people in both VA & MD also stop way back of the line (when they aren't over it or well in to the intersection) at stop signs, crosswalks, and yield signs. It seems to be simply because they are hazy about special relationships generally; if you live in VA you must be familiar also with the way they love to crowd the centerline.
