I’ll be honest, the “School Nutrition Association” sounds like an industry group composed of the corporations who run school meal programs. So while they aren’t wrong about the value of school lunches (which should be fucking free to every kid), I do question their motivation.

This is exactly the OPPOSITE of efficiency. It adds more work for applicants as well as MORE WORK FOR STAFF TO REVIEW (and limited staff, at that). Of course, I imagine it "meets administrative goals and priorities" by making poor people starve.
