The military and security community is probably going to be more than a little concerned about not getting good weather and ground info from NASA too. I'm pretty sure it was mostly payback for universities being the center of the anti-war and civil rights movements of the 60s and 70s. Since you didn't need college to get a draft deferment after Carter, young men stopped caring about getting into college and staying long enough to get into grad school. the 80s saw a drop in men entering college for the first time since WWII.
