Only the A Idiots who believe that every government program is a stand alone boondoggle thinks that they can defund this one thing and then break research on climate change. The A Idiots can't figure out how snowballs work. They aren't stopping NASA and the military from collecting data vital to commerce and national security.
Raygun started defunding Pell programs and made it much harder to get students loans. I'm pretty sure it was mostly payback for universities being the center of the anti-war and civil rights movements of the 60s and 70s. Since you didn't need college to get a draft deferment after Carter, young men stopped caring about getting into college and staying long enough to get into grad school. the 80s saw a drop in men entering college for the first time since WWII. After that they all thought they were going to be Gordon Gecko or Bill Gates. Perfect breeding/recruitment scheme for churning out Trumpkins and Teabaggers.
