In addition to refusing to conduct marriage ceremonies for all citizens as required by Oregon law, his ethical lapses included incredible abuse of his position ranging from using his position to attempt to intimidate a referee in a youth soccer game to hanging a portrait of Hitler in the Marion County Courthouse.
