The Steele Dossier alleges that Qatar, Italy, Singapore and the Philippines entered into an agreement to purchase 19.5% of Russia's oil giant Rosneft of which a $500 million "brokerage fee" would be paid to Carter Page, (remember him?). Carter Page is the bag man on the deal with most of that $500 million going to Trump and his associates.
They used shell companies and a Cayman Islands shell company to hide all the players involved.

If you read Rosenstein's letter appointing Mueller as special counsel he seems to have given him authority to file charges and prosecute ANYONE Mueller finds involved in criminal acts.
