My SAR group works very closely with several county sheriff's offices (not Denver County Sheriffs; they don't work with anyone) and they work very, very hard on outreach to the communities they serve. The City of Aurora has said that their school students speak 130 different languages and they've recruited minority cops from other parts of the country to serve the community.
Denver Mayor Michael Hancock has been desperately trying to walk a fine line. He doesn't really want to formally announce Denver as a Sanctuary city for 2 reasons: 1) The term 'Sanctuary city' is not a legally-defined term. 2) Hancock is trying very hard NOT to put a thumb in Cheeto's eye. Oh, and there's a BONUS reason: 3) As a legal weed state, Hancock is really trying to hard to make nice enough that Sessions doesn't send a cadre of DEA agents to shut down our fully state legal (and an awesome source of tax revenues for the entire state) cannabis industry.
Legal weed is more of Gov Hickenlooper's bailiwick, but Hancock understands that he's the mayor of a big, progressive city.
On a personal note, the mayor's big brother used to live across the hall from me. Really nice guy. Michael was the baby of a huge AA family.
