You betcha. Swiss society is built up on top of local communes, then the cantons, in a very decentralized confederation (CH = Swiss Confederation). The local gendarmes know everybody, and everything. Privacy laws are very different ("we got the Napoleonic Code, STEELLLAAA!)

You know, I looked at a couple of those supposedly "homogenous" countries like Switzerland. Turns out that the Muslim population of Switzerland is 5.1% (about 6 times that of the US), and the main ethnic groups are 65% German, 18% French, and 10% Italian, who all tend to speak their own language, and I assume most speak Swiss. Doesn't sound all that "homogenous" to me. The UK is much more diverse than Switzerland with 4.4% Muslim, 7% Asian, and 3% black, yet once again, no mass shootings.
