As Veep, Warren could accomplish almost nothing, and in congress, majorities come and go. And regardless of whether she's ever part of a majority, she'll still make an impact. And all of this ignores the fact she has repeatedly said she doesn't want the spot. Warren is a person with goals, not ambitions.
