And 41% blame Clinton -- but in September 2001, 45% blamed Bubba, so that ABC movie really helped out.

So Bush and Clinton get a combined 86% of the blame. What's Cheney, chopped liver?

Meanwhile, a new survey of Canadians shows that 53% generically blame "the U.S. government."
