Hazleton, PA could have been used as a shining example of how nearly-dead towns can resuscitate themselves through immigration, but the racists like its former mayor Lou Barletta saw it as an opportunity to go full xenophobe for attention.

Getting back to mobile homes, if you own the land, and put in a FHA approved foundation, you can generally get a regular mortgage loan. While it will not appreciate like a regular site built house, it will not lose value, and your payments will be much lower. But mobile home dealers will not tell you that, even if you tell them you own the lot. They get kick backs on the 15% financing since it's part of the corporation and not subject to real estate laws.

Another scam is that in addition to the moving costs, a lot of mobile home parks only allow new or fairly new homes being moved there. And they sometimes refuse to let you sell the mobile home unless you do move it. So if you move to another city, get married, or can afford a bigger regular house, you are stuck. In fact, that mobile home you cannot unload may keep you from qualifying for another regular house with a standard home mortgage. That leads to another scam, forcing a foreclosure or fire sale on the home. Which the park owner snaps up since no one else can buy it without moving it, and who is going to move a 12 year old single wide mobile home worth $5,000 that they cannot put anywhere else. Or a three year old one you still owe $30,000 on but can't get $10,000 for if you could sell it.

Then not only do they get lot rent, they rent the home itself, which they paid a few thousand dollars for as a repossession. At $800 or sometimes hundreds of dollars more a month some lots charge for rent on the home and lot, you get a great return on investment. It can be a very profitable business both in selling and financing, plus running the "parks" they sit in.
