It might be a bulk ad buy and they just specified the time slots they want to air ads. From the advertiser backlash against Carlson, I think some of the advertisers were unaware that they had ad space during his show and asked that it be specifically removed.
And I agree that it will not be effective and is a waste of money. But it's Trump campaign money and it getting wasted is OK by me. Or, since the campaign seems to be run by a bunch of rank amateurs, it could just be some intern doing a high level staffer's job that checked the wrong box on a form.
