If you are going to do something which is obviously going to be challenged in court, you might as well make it something substantive, which could have a real effect, like banning assault weapons entirely. In THIS case the shooter turned 18 and bought a gun. In hundreds of others he or she got it from their parents, or from a private sale, or stole it, or any of a myriad other ways to get your penis extension. Or for fucks sake it was someone over 21 who fucking did the killing! We’re looking too narrowly; chasing the “over 21 to buy a gun” unicorn won’t do shit to stop the next shooting. It’s just as much of a distraction as “mental health” or “video games.”

But politicians will politician.

A lifetime membership in the National Rifle Association costs $1,500 last I heard...it is necessary to have a vote for their board.Could a few Democratic billionaires sponsor life memberships for a few million gun control advocates and replace the sitting board (3-year terms so it would take 2 years to get a majority) with gun control advocates?

Require registration and liability insurance for each weapon, licensing and periodic safety certification for owners, and provide a buy-back program for those unwilling to meet the requirements or pay those costs. It will take a while, but it will cut into the absolute number of guns in circulation.

Mandatory pre-purchase safety training and licensing of owners with periodic recertification, annual registration and liability insurance for each weapon, buy-back program for those unable/unwilling to meet the requirements. None of this violates the 2d Amendment, and would reduce both the number of guns purchased and the number already in circulation.
